Open under Law 22/2022, which amended GEO 194/2002. NOTE: the widely-cited 'EUR 3,700/month' threshold is badly out of date — it reflects 2022-23 salary levels. The threshold is not a fixed number: it is 3x the Romanian average gross monthly salary, which the national statistics institute updates monthly.
At roughly EUR 5,500-5,800 a month this is now one of the most demanding nomad visas in Europe — roughly double Bulgaria's threshold for a comparable two-year dead-end permit in a country that is in Schengen but not the eurozone. On income accessibility Bulgaria is materially the better answer.
