Palau Digital Residency (Root Name System ID)

Launched 2022 and run with the private Root Name System (RNS) operator under the government's Digital Residency Office. It is an identity document, not an immigration status.

STATED PLAINLY: Palau's digital residency is NOT residency. It does not confer the right to live in Palau, to work in Palau, to be tax resident in Palau, or to enter Palau on any basis other than as an ordinary tourist. It is a government-issued identity card sold to remote buyers, and nothing more. The only real-world entry benefit is that holders may extend a tourist visa by up to two consecutive 90-day periods per entry — a tourist concession, not a residence right.

What can go wrong
  • It is not residency. The name is the product's single most valuable and most misleading asset, and it is repeatedly resold by intermediaries as a relocation or tax solution. It is neither.
  • It creates no tax residency. Claims that a Palau ID makes foreign income tax-free are false: Palau's territorial treatment requires actual Palauan tax residency, which this cannot produce. Presenting this ID to a home revenue authority as evidence of a residency change invites a fraud finding, not a tax saving.
  • It is not a visa and gives no entry right beyond ordinary tourist rules.
  • RNS asserts wide crypto-exchange KYC acceptance; some exchanges have publicly denied accepting it. Do not buy it for account access.
  • It is issued without any face-to-face verification, which is exactly why its long-run acceptance by other governments and financial institutions is doubtful.
  • The Guardian reported in 2022 on concerns that Palau's crypto-hub ambitions could make it 'a scammer's paradise.' Reputational association is a real cost for a UHNW family.
  • Palau has no citizenship-by-investment programme. Any offer of a Palauan passport for money is fraudulent.
