Investor Residence Permit ('Golden Visa')
Open. The regulation took effect 10 May 2025 with applications from 1 June 2025. The permit runs for 10 years, not 5 as commonly reported. Investment is USD 300,000 into the charter capital of Kazakh companies or into locally traded securities.
Ten years of residence for USD 300,000 and a USD 250 fee is cheap by global standards. But it is strictly inferior to the AIFC ITRP for a tax-motivated family — five times the capital for no tax benefit — and the citizenship it eventually leads to would cost you every other passport you hold. This is a distant second choice to the ITRP.

- THE CONSTITUTIONAL DUAL-CITIZENSHIP BAN, in force since 1 July 2026, is the dominant fact about Kazakhstan. Naturalisation requires renunciation and would strip your existing nationalities.
- FAMILY INCLUSION AND RENEWAL MECHANICS ARE UNVERIFIED. The official press release is silent and we could not locate the implementing text. Do not assume dependants are covered.
- USD 300,000 FOR NO TAX BENEFIT. The ITRP delivers the tax residency advantages at USD 60,000. Unless you need the 10-year term or are disqualified from the ITRP by the 20-year lookback, this route is poor value.
- Permanent residence separately requires roughly KZT 5.7 million (about USD 12,000) in a Kazakhstani bank account — waived for ethnic Kazakhs (Qandas) — and opening the local account has become the hard part, with applicants resorting to temporary employer transfers to obtain the bank certificate. 2026 rules add a points-based assessment and a language test.
